Meeting Minutes: Monday, April 11, 2016

Present: Sheila Vanderhoef, Town Administrator; Jacqueline Beebe, Assistant Town Administrator; John Knight, Selectman; Fred Guidi, Finance Committee; Neil Andres, DPW Superintendent; Mark White and Ryan Trahan of Environmental Partners Group; Patrick O’Connell, Bud Mirkin, and Paul Gabriel.
The meeting was called to order by Sheila Vanderhoef at 9:04 A.M.
Meeting Minutes: The meeting minutes will be reviewed at a future meeting.
EPG Schedule Updates: Contracts 3 and 4 are finishing up. Work on the southern part of Route 6 and Old State Highway (Contract 6) will continue the next two weeks. Robert B. Our will start on Contract 5 next week, from the Visitor’s Center to Old Orchard Road, which will continue 4-5 weeks. The work on the tower will resume this week, and work on Sundays has been conditionally approved, as sanding and painting work can only be performed on dry/low humidity days. Contracts 7 and 8 will begin in May and continue through the end of the year. Pre-cast buildings will be delivered to well fields mid-June. A plan is being put in place to inform residents that hydrants will be flushed on Route 6 this summer.
Preliminary Update Water Meter Bids: Mr. Trahan will be checking references on the five bids received, and will provide a composite rating to compare them. On April 25, 2016 at 9am, Environmental Partners Group, Ms. Vanderhoef, Ms. Beebe, Mr. Knight, Mr. Guidi, and Mr. Andres will review all RFPs and Mr. Trahan’s ratings, and the final choice will need to be approved by the DEP for SRF funding.
Other Business: Paul Lagg is creating a form that will allow property owners to submit their preference on location for within their road frontage for water connection. Jane Crowley and her staff are working on building a list of qualified contractors for individual hookup. The system operator will then inspect the work done from the road to the house, and the plumbing inspector will inspect inside work. An as-built will also be required before the water is turned on.
Private Roads: The Town is working with Jim Badera, who has expressed concern that the trenches have caused the edges of the pavement on Eldia and Whidah to begin crumbling, and that this could continue and/or create a void underneath. Phase 2 includes many private roads, and work in these locations will continue to be documented by photo and video for reference. Consideration is being given to having an asset management team recommend repairs to individual private roads, and allowing betterments an option for residents.
Monthly Reports for Selectmen: As work resumes this spring, reports useful for public: BOS meeting 4/25/16.
